i work for a developer that has build several fast food resturants and have the connections to get their used oil. I waned to convert the stuff to sell to the many dump truck drivers in my area that cant afford to move there trucks with the increase in fues prices. What legally do i have to do to sell biodiesel?

Start by taking a trip to your local city council enquiries counter and ask them the question. I am sure they will be able to keep you busy tied up in the red tape for a wee while.
Yeah, and take a few milliion dollars with you as well to pay for that wee bit of red tape! (Now, I don't know from personal experiance that it costs that much, but that's what I've heard.)
when you get done there... if you still want to Sell Bio you need to get your Fuel ASTM-Certified and tested ($1,300) minimum 2-times a year.Oh and there are the Local Permits too. (Go see you local Fire Dept.) If you don't end up in jail for current violations, be prepared to be shut down untill you comply.
