For the sake of providing context, I thought I'd add that in Wisconsin, the fuel taxes pay for highway/road repairs. It's a primary source of funds for the DoT. Thus, fuel taxes, are, in fact, more of a road use tax. The blending tax seems a bit ridiculous, as I don't understand what their justification...
